Abstractions for cut-cell FEM simulation revised

Since many years the DUNE framework has optional support for Cut-cell methods. In particular this requires special support for the handling of degrees of freedom, vanishing degrees of freedom and for the evaluation of integrals on cut-cells or the intersections of cut-cells.
We discuss the problems with the old concepts and interfaces DUNE and propose an alternative point of view on the problem, which allows for more efficient implementations and easier to understand concepts.
